Jane R. Kee, AICP has over 25 years of experience as a practicing planner in comprehensive planning and land use regulation.  She has authored numerous zoning and subdivision codes and has managed land use, thoroughfare, utility, parks and open space and neighborhood planning efforts over the years. Her career in public service and participation in many community organizations has honed her skills in communication and public speaking. One of her major interests is in facilitating diverse groups to reach understanding.   She has received awards from the Central Texas Section of the American Planning Association for several comprehensive planning projects and was named Planner of the Year for 2001.  Ms. Kee holds a Master of Urban Planning degree from Texas A&M University and is a member of the American Institute of Certified Planners (AICP).  Since retiring from the public sector she has helped many private sector clients through the  amendment, rezoning and platting processes required to get a development started.

Natalie Ruiz, AICP is a graduate of Texas A&M University with over 16 years of experience in project management and code development and administration.   While working in the public sector, she served as a development coordinator overseeing major residential and commercial projects. Natalie has also authored and co-authored numerous zoning codes and regulations including the City of College Station’s Unified Development Code. Ms. Ruiz has extensive experience in group facilitation and public involvement, having worked with developers and surrounding neighborhoods to reach understanding and compromise. She has experience in real estate marketing and sales and is a member of the American Institute of Certified Planners (AICP). She excels at helping private sector clients manage a development project and keep it on track through site plan, building permit and inspection phases.

Dr. David Pugh, FAICP has been a practicing planner for over 40 years.  His career includes a 28-year stint as a professor and department head at Texas A&M University.  David is the author of numerous comprehensive plans, zoning ordinances and subdivision regulations for cities in Texas and several other states. He also conducts training workshops for public officials throughout Texas to better understand comprehensive planning, its importance and how plans should be implemented.  He holds a Bachelor of Fine Arts degree and a Master of City & Regional Planning degree from the University of Oklahoma.  David also holds a Juris Doctor from the University of Missouri - Kansas City School of Law. He is a past president of the Texas Chapter of the American Planning Association and served twice as chair of the Chapter’s Educational Foundation.  In 1999, David was elected to the first class of Fellows of the American Institute of Certified Planners.  Only 45 people from across the nation were inducted into the first class.  This is the highest award that an urban planner can receive.
