Public Sector Services

Comprehensive Planning

IPS Group offers the people skills necessary to facilitate discussion enabling people to strategize options.  We have the technical skills to analyze and develop comprehensive or small area plans to meet your community’s needs. Our philosophy is that simpler is better and we pride ourselves on being able to unravel and communicate complex issues to any audience.  We believe all situations have workable solutions. Relationships based on trust and mutual respect are critical to successful endeavors.  Thus, we work closely with agency staffs, elected and appointed officials, community and business leaders and neighborhood representatives to create these relationships. Our philosophy is that our clients are the experts about their community.  Our job is to complement that knowledge with new ideas and a fresh approach.

Code Development

The world is a complex place and no where is this more evident than when it comes to the myriad of processes and review required to develop vacant land or take advantage of redevelopment opportunities.  Are your standards and codes user friendly and can they respond to unique opportunities when they knock on your municipal door? IPS Group principals have written and administered numerous codes during their public sector experience and we know what works and what doesn’t.  Let us help your staff create codes to facilitate the type of development you want in your community.

Training Workshops

The one-day workshops are aimed at planning and zoning commissioners, zoning board of adjustment members, city council members, city staff, and citizens. The purpose of the workshops is to familiarize attendees with the fundamentals of urban planning and land use law as practiced in Texas.  Each workshop begins with an overview of the concept of urban planning and the planning process.  Various forms or styles of planning are discussed.  State planning law is addressed.  The role, responsibilities, and legal basis of both the planning commission and the zoning board of adjustment are covered in detail.  Zoning alternatives, nuisance law and deed restrictions are discussed.  Zoning theory, procedures, practice, and legal issues are addressed.  Special emphasis is given to issues relating to both variances as well as to non-conforming land use activities.  The workshop concludes with a review of subdivision regulation in Texas and issues of vested rights.
